'Other' Outlets Mall Developer Has a Sign Up

Simon Properties, in conjuction with Chesterfield Blue Valley LLC, wants to develop about 50 acres as an outlets mall in Chesterfield Valley.

The Premium Outlets shopping center would be one part of a 188-acre complex that could include a hotel, office space eventually, and other features, developers said.

Development for the complex would require a reconfiguration of Olive Street Road and its intersection with Chesterfield Airport Road. Plans show the center's entrances from Olive Street Road.

The property extends to Monarch Levee trail access, where primarily parking would be located, according to proposals.

The additional 1 percent sales tax collected from shoppers would—in effect—pay off the loans. Developers said the funding would be used primarily for infrastructure at the site—utilities, drainage, for example.

The project is seeking approvals from federal, state and local agencies before anything but preparatory grading can be done.

Another outlets center, Taubman Prestige Outlets, said this week it has secured all the approvals it needs, and intends to have walls going up by October of this year.

Both outlet centers want to open by fall 2013.
