A video made with U.S. Homeland Security funding has been called controversial in some quarters, but it has over a million hits on YouTube, according to reports.

The video was made with a $200,000 grant from the Federal government, by the city of Houston, TX.

Houston's mayor said the film was starter prior to the Aurora, CO massacre, but released earlier as a consequence of it.
