St. Louis Premium Outlets, located south of the Daniel Boone Bridge in Chesterfield Valley, are just one part of a larger development.
When St. Louis Premium Outlets finally opens in August, it won’t be the end for major commercial development in the Chesterfield Valley. That’s because St. Louis Premium Outlets has long been just one part of a larger development, Chesterfield Blue Valley. The land is owned by developer Dean Wolfe, who sold 50 acres to Simon Property Group for the outlet mall and held on to the remaining 100 acres that surrounds it. City records indicate that Wolfe starting combining plots in the area just south of the Daniel Boone Bridge in 2008, but he is now beginning to move forward on plans to develop it, according to KSDK. He's worried that two outlet malls may be one too many.
Chesterfield Mayor Bruce Geiger recently told KDSK he is worried about the competing efforts to construct two new outlet malls in the area. The two developments, Taubman Prestige Outlets and St. Louis Premium Outlets, are planned to open next fall and would be only about five miles apart. Together, they would add more than 600,000 square feet of retail space. Geiger said he is glad to see the interest in opening new businesses but added that it might be more than the region's consumers are capable of supporting. The report was also picked up by the St. Louis Business Journal and contrasts statements from the two companies, which have both said they expect their respective commercial ventures to do well. The second outlet mall planned for Chesterfield is getting ready to build.
Taubman Prestige Outlets Chesterfield will hold an official groundbreaking ceremony and make a store announcement on the morning of July 25. The event is invitation only. The ceremony will take place on the future site of the outlet mall at Boone’s Crossing and I-64/40 across from Chesterfield Commons. Speakers at the event will be: Taubman representatives said in a press release that the project will "generate 750 construction jobs and will employ approximately 1,200 people when the mall opens." The mall is planned to have 450,000 square feet of retail space with over 100 stores. Michigan-based Taubman Centers is one of the nation’s most respected and successful retail developers. A second proposed outlets mall breaks ground today, Wednesday, in a ceremony at the 60-acre site in Chesterfield Valley, just off I-64 before the Boone Bridge over the Missouri River. St. Louis Premium Outlets is intended to be part of a much larger complex of offices, hotel, restaurants and entertainment, according to developers. Chesterfield Blue Valley LLC owns the collection of land parcels, and partnered with Simon Property Group and Woodmont Outlets for the project. The project is yet to have all the okays necessary to build, but the process is ongoing apparently. City planners okayed a temporary sign for the outlets on Monday. Chesterfield's City Council is to meet Monday night for its regular meeting, that will included a vote over a one percent sales tax hike for future St. Louis Premium Outlets stores, in Chesterfield Valley at the Missouri River. The council's agenda also indicates it would be approving elements on the outlet mall site plan. The proposed outlet stores shopping center would be a 55-acre development on former farmland along Highway 40/64. Site plans typically deal with landscaping, lighting, layout, buildings, and generally, the mapping out of the proposed development. No stormwater drainage ditches expected to bisect popular farmland.
Despite concerns last month over the potential for open drainage ditches cutting through a popular family-owned pumpkin farm in Chesterfield Valley by outlet stores developers, the seasonal farm stand is now open for business. Rombach Farms maintains its vegetable, fruit and jams stand along Olive Street Road at the far western end of Chesterfield Valley, close to the Boone Bridge crossing over into St. Charles County. Collection of lots for high-end outlet mall may be least of investment.
Chesterfield Valley's 55 acres designated for St. Louis Premium Outlets shopping center near the banks of the Missouri River at Highway 40/64 could be the least expensive part of the whole deal. The total 188 acres bought up for development are assessed at no more than $73,020, according to the developers' application for a special taxing district. By Chesterfield Patch calculations, dividing the total assessed value by total acreage would mean 55 acres for Premium Outlets at $21,362. Low? Potentially two outlet malls are planned.
An outlet mall is in the works for Chesterfield's ever-expanding commercial district in Chesterfield Valley. The location is north of Highway 40/64 and east of Boone's Crossing exit. Outlet stores are typically billed as having name-brand merchandise at discounted prices. T-O Ventures, the developer, is requesting a zoning change from the city for 59 acres to planned commercial flood plain district, from "non-urban" district. The developer said 25,000 square feet would likely be the largest retail space in the outlet mall. A spokesman also said the outlet stores would back up to the levee trail, and needed to reduce the amount of "green space" required to 30 percent from 40 percent.
