The race is now official on for municipal, fire protection district and school board candidates in local elections to be held April 2, 2013. The official filling period expired yesterday on Jan. 15. Two director seats on the Rockwood School District Board of Education will be decided during the April 3 election, due to the three-year terms of directors Peggy Devoy and Geoff Rigabar expiring. Devoy declared long ago she would not seek re-election. Four candidates are running for the two spots. A fifth candidate, incumbent Rigabar, filed but withdrew from the race in January. Rigabar was selected by board of education directors in November to fill the position left open by Matthew Fitzpatrick, who resigned in October. Rockwood Stakeholders for Real Solutions, a self-proclaimed watchdog group of the district and coalition of non-partisan taxpayers, hosted three candidates' forums last month. Results from a phone survey of Rockwood residents in June showed more people appear enlightened about financial issues in the district.
A phone survey of Rockwood School District residents in June shows some changes in the public's perceptions of the district's image and its financial outlook since the last survey in October. "The data indicates there is a growing awareness of the district's financial challenges among Rockwood patrons," said Rod Wright, president of survey company UNICOM-ARC, at Thursday's meeting of the Rockwood board of education. "They value quality, but don't appear to be connecting the dots yet between the costs of that value." School board directors commissioned the survey by the St. Louis-based market research company, which has worked with Rockwood for nearly 20 years. The decision to eliminate the Drug Abuse Resistance Education (D.A.R.E.) program has been reversed. It now will continue in 2011-2012 year.
The decisions to cease a police officer-based drug education program executed in the Rockwood School District since 1988 was reversed at the June 16 board of education meeting. The reversal was a reaction to public outcry expressed at two board of education meetings and through phone calls, e-mails and letters after district administrators announced the surprise elimination of the popular Drug Abuse Resistance Education (D.A.R.E.) program on May 12. Rockwood's drug education committee members now indicate they will approach the program's evaluation differently. Filling two key Rockwood School District administrator positions that have been vacant since the 2009-2010 school year prompted a blip of public scrutiny and comments this week. Many questions surfaced after Rockwood Superintendent Bruce Borchers filled those positions with two colleagues he previously worked with in a Minnesota district prior to taking the helm at Rockwood. Recent administrative hires by Rockwood School District's Superintendent Bruce Borchers prompted an outcry this week from critics, who say should not have happened because Borchers worked with them in Minnesota and recently received their consulting services concerning the positions. The criticism came in part in a column by St. Louis Post-Dispatch writer Bill McClellan. The column reiterated a report that Borchers hired two former colleagues through the Minnesota school district he taught at prior to the 2010-2011 school year. The future of Rockwood School District's drug education efforts is not settled, and a Patch examination revealed that some factors associated with the program haven't been fully communicated. The recent controversy about the Drug Abuse Resistance Education (D.A.R.E.) program should be addressed at Thursday's Rockwood School District board of education meeting. Six candidates vied for three seats on the board.
Incumbent Stephen Smith will be joined by Keith Kinder and Matt Doell on the Rockwood School District Board of Education. Six candidates competed for three three-year terms on the board. Kinder and Doell will replace current board members Darla Baker and Kim McGuiness, who did not run for re-election. Kinder, of Ballwin, received 7,068 votes, or 24.41 percent. Kinder is an assistant professor at Maryville University who was a high school principal in the Rockwood district. He previously told Patch he wanted to give back to the district where he worked for 17 years. Doell, of Eureka, received 5,761, or 19.89 percent.
